The central government said on Wednesday that the retirement age of government employees should not be increased from 60 to 58 years. This was stated by Employee State Minister Jitendra Singh in the Lok Sabha in response to a question. "The Central Civil Service (Pension) Rule gives the government the right to review the work of employees from time to time," he said. Under this, if an employee is found to be incompetent or his conduct is degraded, he may be retired ahead of time. To do so is given three months 'notice or a month's allowance or allowance will be given in lieu of it'

'Under this comes Group-A and Group-B employees'

The Union Minister of State said, “This provision applies to Group A and B Government employees. Under this, there will also be employees working in a semi-government organization, who have joined the service before reaching the age of 35 and whose age is more than 50 years.

The Center has taken a strong stance on corruption of government officials. Sources in the finance ministry said on Tuesday that the government had forcibly retired 21 corrupt tax officers. Such officers were falsely accused of making money and collecting wealth. CBI investigations were also going on against many of them. Procedures for removing officers were launched in June. So far, 85 tax officers have been forced to retire, including 64 senior officers.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. Under this scheme, all recognized schools in the country (whether run by Central Government or State Government or local body or NGOs), including private schools (aided or unaided), having classes from 6th to 10th (whether all or some), are eligible to enroll in the scheme and submit nominations of eligible children to DST through their respective District / State education authorities on-line/ off-line. Before filing nominations on-line, the concerned schools will have to do a one-time registration process and obtain a permanent registration no. (Application No.) from their respective district authority.

Innovation in Science Pursuit for Inspired Research' (INSPIRE) scheme is one of the flagship programmes of Department of Science & Technology (DST), Government of India. The INSPIRE Awards - MANAK (Million Minds Augmenting National Aspirations and Knowledge), being executed by DST with National Innovation Foundation – India (NIF), an autonomous body of DST, aims to motivate students in the age group of 10-15 years and studying in classes 6 to 10. The objective of the scheme is to target one million original ideas/innovations rooted in science and societal applications to foster a culture of creativity and innovative thinking among school children. Under this scheme, schools can nominate 2-3 best innovative ideas online through this website. The online nominations for 2019-20 are open till 31st August, 2019.

Of the ten lakh ideas nominated, the best 1 lakh receive Rs. 10,000/- as INSPIRE Award. Subsequently, the shortlisted students participate in District Level Exhibition and Project Competition (DLEPC), from which further ten per cent projects get shortlisted for State Level Exhibition and Project Competition (SLEPC). At this stage, NIF provides mentoring support to students for development of prototypes, in coordination with reputed academic and technology institutions of the country. Issue-1 Academic Qualification In which the study is done in the study sequence shown in detail, the name and other details of the board will have to be filled against the details of the study.  If not applicable, you have to type zero.  Only the year is to be entered in the Year box and the other requested information is saved and saved.

Teachers working with Key Stage pupils might, for instance, focus on the subject content of science and develop science skills from these areas of experience. This product centred approach could, for example, give rise to oral explanations and demonstrations of scientific knowledge, and, from time to time, practical activities designed to provide direct experience of phenomena with opportunities to explore and investigate these phenomena. In providing a conceptual structure to help the learner build a functional mental representation, the teacher highlights what is relevant and the nature of the relationships between the elements. For example, the teacher might explain the compressibility of air in a bicycle pump by describing it as dispersed particles which may be brought closer or else by comparing it with the behaviour of a spring.

In contrast, teachers might focus on the processes of science and develop scientific conceptual understanding from it. This process-centred approach could, for instance, offer the children experiments and investigations as starting points for acquiring conceptual knowledge with little or no direct teaching of concepts. In this case a conceptual structure is withheld. The onus is on the children to recall or construct a functional mental representation without reference to a teachers' description of one. Pupils might infer relationships in the topic under study and may be given an opportunity to test and revise their ideas.

Of course, other teachers might focus on a combination of these two approaches and develop scientific skills and conceptual understanding from in this combination. This mixed approach could be a balance or, perhaps, a compromise, between a product-centred and a process-centred approach, in which the teacher provides a partial conceptual structure and leaves the remainder for children to construct by inferring, hypothesising, or testing their ideas. It could encourage lessons where children do investigations with some features already identified by the teacher, and with some conceptual knowledge about the subject that enables them to appreciate the purpose of the activity. In contrast, it could encourage lessons without a clear purpose which mixed different types of activity, but did not develop either conceptual or procedure understanding exclusively..

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him. 

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll. 

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. 

Within a few years of introduction of BLO system and successfully using it in successive elections, it has now become an integral part of election management of process.

1. Income Tax Slab Rate for AY 2020-21 for Individuals:

1.1 Individual (resident or non-resident), who is of the age of less than 60 years on the last day of the relevant previous year:

1.2 Resident senior citizen, i.e., every individual, being a resident in India, who is of the age of 60 years or more but less than 80 years at any time during the previous year:

Up to Rs. 3,00,000 :::: Nil

Rs. 3,00,000 – Rs. 5,00,000 :::: 5%

Rs. 5,00,000- Rs. 10,00,000 :::: 20%

What is rebate under section 87A and who can claim it?

Section 87A Rebate

During the interim budget declared in February 2019, the then finance minister Mr. Piyush Goyal announced the government’s proposal that people with income up to INR 5,00,000 will not have to pay any taxes. And this would be possible with the help of tax rebates.

The proposed modification to the Income Tax Act would make sure that taxpayers, whose net taxable income is up to INR 5,00,000 don’t have to pay any income tax. To allow for this to happen, an existing section, 87A was updated in the Income Tax Act.

Section 87A was introduced for the first time in 2013, allowing taxpayers to avail rebate if their net taxable income was below the threshold levels. 

What is an income-tax rebate? As per the amendments to Section 87A, if your annual taxable income is INR 5,00,000 or lower, you can avail the tax rebate. The existing laws made way for a 2,500 income tax rebate. However, the updated law ensured that the limit was increased to a 12,500 income tax rebate.

But it is crucial to understand that this rebate holds good only for taxpayers whose annual taxable income is below the threshold limit. If you exceed the limit, you cannot avail any rebates. Here are the eligibility criteria for availing the tax rebate.

The rebate is designed only for individual taxpayers. If you belong to a HUF or firm or company, you cannot avail this rebate.

There are no restrictions based on gender for this section, meaning men and women can both avail the benefits.
